On Saturday December 19, 1998 JAT will welcome Hisashi Tsuruoka, manager of the International Section of the Japan Medical Association as our monthly speaker. The meeting will be held from 2:30-4:30 p.m. at the Shiba Seinen Kaikan, 2-1-20 Shiba Minato-ku Tokyo.
The Japan Medical Association (JMA) is a private academic professional organization with approximately 130,000 members from 47 prefectural medical associations and includes about 76,000 private practitioners and 53,000 physicians working in hospitals. Due to JMA's extensive work in the international community, the association's need for quality J/E, E/J translation work is considerable. The following is a synopsis of Mr. Tsuruoka's planned talk.
よい翻訳とは何か
ー医学翻訳の管理者の立場からー

私は長い間、翻訳の管理者の立場からよい翻訳とは何かを考えてきた。
つまり第３者の立場から著者・依頼者と翻訳者の間に立って日本の
翻訳業界の実状をみてきた。そこで得た経験から、日本の翻訳業界の
底上げに何が必要であるかを整理してみたい。そこで、結論的に
言えることは翻訳者（会社）と依頼者がそれぞれの責任を自覚して
チームとして取り組むことが理想であるが、実際的な方法としては、
翻訳者側のかなりの努力が基本的に必要であるということである。
それでは翻訳者側の努力とは何か。それは基本的には、自分の
専門分野以外に裾野の広い知識をもつ、良書を大量に読む、
日本語の十分な読解力と文章力を身につける、そして質の高い
英文作成技術を研鑽するなどがあげられる。そして、それをもとに
翻訳者としての謙虚さを土台として、翻訳者一人一人が広い視野に
立った個性ある翻訳専門家として自己を育てる努力であると思う。
当然の努力であるがこれ以外に道はない。決して閉ざされた世界での
「職人」になってはならない。それを打破することで日本の翻訳業界の
展望も開けるものと思われる。
The JAT Directors' meeting was held on November 21, 1998 from 12:30 to 2:30 at the Shiba Seinen Kaikan. It was attended by Bill Lise, Bob Oliver, Emily Shibata-Sato, Kathleen Taji, Richard Thieme, Leslie Tkach, George Tokikuni, and Jeremy Whipple. Judy Wakabayashi in Australia was not present. The following items of business were discussed.
1. Treasurer's Report (Bob Oliver)
As of October 31, 1998, there was 6,962,984 yen in the JAT treasury.
There was a total outflow of 821,602 yen for October which included
the major expenditures of 500,000 yen transferred to the Kyoto IJET
account and the one year room rent at the Shiba Seinen Kaikan in the
amount of 264,600 yen. A total inflow of revenue stemming from
JAT membership dues for October was 134,692 yen.
The Treasurer's Annual Report which has been based on the fiscal year beginning on April 1 and ending on March 31 in the past will be based on the calendar year (January 1 to Decembear 31) starting from 1999. This will allow the report to be released to the general membership just before JAT elections and to be included in the JAT Directory as a business report.
2. Meetings (Richard Thieme)
Mr. Tsuruoka Hisashi of the Japan Medical Association is the speaker
scheduled for the December 19 JAT meeting.
A Meet the Candidates Party is scheduled for January 16, 1999. Since the candidates will be filing their statements with the Election Committee by January 20, it was decided that statements or speeches by candidates would not be presented at this party. The party will begin at 2:30 p.m. and the candidates will be introduced briefly without being given the floor. All attending members/nonmembers will be required to pay 3,000 yen at the door. The catering service will be arranged by Bob Oliver and George Tokikuni.
Scott Urista and Duncan Macintyre are the speakers scheduled for the February and March meetings, respectively.
3. IJET Report (George Tokikuni)
A list of venue-related-equipment costs for IJET-9 was sent to Mayumi
Nishioka, chairperson of the Kyoto IJET Operating Committee, from
Kathleen Taji to enable a comparison with the estimated costs received
from the Kyoto International Conference Hall.
Two new persons attended the IJET-2000 operating committee meeting held at the end of November to help with IJET activities.
4. Bookshelf Project (Leslie Tkach, George Tokikuni)
The type of search which will be used for the Bookshelf on the JAT
website was discussed. The Bookshelf Committee plans to organize
the information as follows.
1) By category: Listing all the recommended titles by category, i.e.
medical, patent-related, engineering, general
2) By recommender: Listing the literature according to *who*
recommends the book. The website will contain a list of recommenders
with a hot link to his/her individual bookshelf where all the books
recommended by that person will be listed with another hot link to
more detailed information about the book.
The search function will be by hierarchial means that will require clicking through menus to get to the information that is needed. Leslie Tkach will be in charge of this work. In addition, members will also be able to download the entire Bookshelf as a HTML file. It was also suggested by Jeremy Whipple to make the entries bilingual. Leslie Tkach also created a template for input items and George Tokikuni distributed two samples of dictionary entries at the meeting. Items that will be included will be reviewed and decided.
5. Website Report (Bill Lise, Leslie Tkach, Jeremy Whipple)
A separate page featuring the Minutes of the Meeting will be created which
will also include photographs of the meeting. In addition, a separate
button for *JAT について* will be created for on the front page of the
website that will link to the Japanese version of the *About JAT* page.
6. International Journal
The response from the other editors who were approached by Judy
Wakabayashi on behalf of JAT on combining their efforts into one
international publication on J/E translation has been cautious.
The idea of such a collaborative publication has been met positively,
but whether the members of each respective organization would
support such a journal remains to be seen and further discussions
are pending.
7. JAT Logo Misuse
Recently, the misuse of the JAT logo on a corporate website was discovered
by one of the directors. The party in question will be informed that the
use of the JAT logo is permitted by JAT members, provided that it is not
used on corporate websites or other corporate advertising materials other
than those directly connected to the individual who is a JAT member.
In connection with this incident, the suggestion to insert specific job information fillers on the JAT member registration form was dropped.
8. Public Relations
Bill Lise will be attending a gathering of the 全国職業翻訳者協議会
at the invitation of Mr. Itagaki Shimpei as JAT's representative on
December 20, 1998.
