This report covers the decisions made at the February JAT Board meeting (attended by Lise, Oliver, Shibata-Sato, Tokikuni, and Whipple) and thereafter, via continuing discussions among the members of the JAT Board.
Shibata-Sato presented a nearly final draft translation of the JAT Constitution. Several troublesome points were discussed, and it was agreed that yet another draft would be produced. As of this writing we are very close to getting to the final draft. Whipple expressed the desire to have the Constitution available when the Membership Directory is completed.
George Tokikuni, IJET-9 Committee Chair reported on progress with organizing IJET-9. We were getting very close to the point at which speakers would have to be notified. As of this writing, speakers were notified that they were accepted, and a preliminary list of speakers and sessions can be found elsewhere in this Bulletin.
Oliver reported that we have 50 paid signups for IJET-9.
Oliver made his usual written treasurer's report, which indicated that we are (as expected) financially healthy, and also reported that our next meeting was to be a talk about the Internet. Subsequent to the Board meeting, arrangements were made to have Mark Schrimsher speak to JAT about searching the Web, as reported elsewhere.
As an outgrowth of the discussion about the translated version of our JAT Constitution, we decided to have a discussion of just that process at our April meeting. Because of IJET-9, there will be no regular May meeting.
Whipple reported membership figures, which are probably updated in another article in this issue. our membership is now more than 40% overseas, which in the opinion of Lise makes the name "Japanese" Association of Translators a bit less than fully descriptive of the breadth of the geographical diversity of our membership.
Ron Jones, who had volunteered to be the kanji for JAT's 13th anniversary party, to be held after the 21 March meeting, attended the end our Board meeting to present a set of alternate plans for the party, from which one plan was selected. That has been announced on JAT-LIST several times. As of this writing, there were already enough signups to guarantee that a party would indeed be held. Reservations were to be required before the announced deadline; there were to be no walk-ins on the day of the party.
Director-elect Richard Thieme, who volunteered to act as liaison between JAT and a tax accountant in an effort to gain some informed opinion about tax problems facing some of our overseas colleagues attended the Board meeting briefly to verify what type of things should be asked of the tax accountant. It was agreed that Richard should proceed with preliminary talks with the accountant and report what could be expected and what the possible costs would be to JAT.
Lise mentioned that JAT should make it clear that it reserves the right to republish JAT publications in any media it sees fit, including the Internet. It was agreed that copyright notices would be adjusted to reinforce the fact that authors retain copyright to the material and also that JAT has the above-noted right of re-use.
There was mention that some people have had difficulty accessing the JAT website or problems with slow access. This might require a move of the website to a different server, and it was agreed that this was an issue best discussed among the members of the JAT Website Sub-Committee.
Shibata-Sato reported that she already had some articles for the Bulletin. Hopefully, the revived translator interview project, for which Director-elect Leslie Tkach has volunteered, will also create content for the Bulletin.
Lise reported that the once-dormant JAT Bookshelf, a compilation of books recommended for translators by translators, will be revived and will be maintained, provided JAT can get sufficient volunteers to come forward. Lise will post the JAT Bookshelf shortly on the members-only section of the JAT website in basically its original form.

Writer and social critic Kenji Sato was the speaker at the February meeting. He discussed the translation of nuance as part of overall meaning, citing both works of his own which had been translated, as well as sources ranging from Natsume Soseki to Harlan Ellison. Drawing also on his own background as a well-educated modern Japanese with extensive experiences living abroad, and with a high degree of English fluency, he kept the audience's attention for the entire session, including fielding a number of questions from the floor, in both English and Japanese. At the close of his rapidfire, articulate and well thought-out presentation, Kenji summarized his ideas with remarks to the effect that his experiences had led him to conclude that failure to take into account the differences in nuance between source and target languages and cultures was a major reason why translations, esp. literary translations, failed to come across as effectively in the target language as in the original.
